Tag is like the game "Tag" you get tagged (caught) and you have to go tag (catch) someone else. In the blogging world, you tag someone by linking to their site.
You might ask, why is this important? Well if you want a good page rank (Google Page Rank) you'd have to have many links to your site. This is just a method of helping cyberspace friends and yourself to get more links.

Hey Tracy thanks for the info! I'm so blur about all this blogging lingo. My blog is about two weeks old and I'm having fun already.
I visited PayPerPost but I got more confused. I can edit movies into DVDs, work graphics on Photoshop, do DTP on PageMaker but I can't understand this Blogging business. Sigh!
But at least with your info I have an understanding of what Tag is. I feel so dumb....
